The Expanded Public Works Programme (EPWP) has its origins in Growth and Development Summit (GDS) of 2003. At the Summit, four themes were adopted, one of which was ‘More jobs, better jobs, decent work for all’. The GDS agreed that public works programmes ‘can provide poverty and income relief through temporary work for the unemployed to carry out socially useful activities’.
This Programme is a key government initiative, which contributes to Government Policy Priorities in terms of decent work & sustainable livelihoods, education, health; rural development; food security & land reform and the fight against crime & corruption. EPWP subscribes to outcome 4 which states “Decent employment through inclusive economic growth.” The EPWP has been established and mandated by Cabinet to create work opportunities according to the set targets and across all its four sectors, namely: – Infrastructure, Non-State, Environment & Culture, and Social sectors. One of the prescripts of the EPWP is to use labour-intensive methods which allow the drawing of a significant number of participants into the Programme to do the work.
Overview of Opportunities
The Health Department of CoJ has announced several job vacancies for a short-term contract employment period that will not exceed twelve months. These opportunities are designed to create temporary employment for individuals and contribute to the betterment of the city’s health services. Available Positions at the City of Johannesburg
- General Worker
- Stipend: R3,500 per month
- Location: Various regions (A-G) in Johannesburg
- Primary Function: To assist in maintaining cleanliness and hygiene in clinic waiting areas, consulting rooms, and offices. This includes cleaning surfaces, sorting and changing linen, emptying dustbins, and keeping the clinic environment litter-free.
- Key Responsibilities:
- Cleaning of all areas within the clinic to ensure a hygienic environment
- Changing and sorting linen as required
- Assisting with basic maintenance tasks as needed
- Data Capturer
- Stipend: R3,500 per month
- Location: Various regions (A-G) in Johannesburg
- Primary Function: To assist with capturing data, completing client records, and updating client information. This role also involves compiling monthly statistics of clients accessing the clinic and ensuring that files are maintained and stored correctly.
- Key Responsibilities:
- Data capturing and completion of client records
- Filing of client cards and retrieval as required
- Co-ordinating the ordering of necessary supplies for clinics
- Queue Marshal
- Stipend: R3,500 per month
- Location: Various regions (A-G) in Johannesburg
- Primary Function: To assist with the smooth flow of patients in the clinic by managing queues and directing clients to the appropriate service areas. Queue Marshals are responsible for ensuring that visitors and patients are attended to efficiently and receive the necessary information.
- Key Responsibilities:
- Welcoming patients and visitors
- Managing queues and directing clients
- Overseeing the helpdesk and attending to inquiries
Eligibility and Application Requirements
To qualify for these positions, applicants must meet the following requirements:
- Minimum Qualification: Grade 10 or higher
- Age: Open to youth (18 and above)
- Preference: Individuals with disabilities are encouraged to apply
- Skills: Good numeric, writing, and verbal communication skills, along with basic electronic device usage (e.g., sending emails, using the internet)
- Experience: Familiarity with the City’s processes, best practices, and policies on Health and Social issues will be an advantage
Core Competencies and Leading Competencies
Successful candidates will need to demonstrate:
- Core Competencies: Good communication skills, integrity, confidentiality, professionalism, customer service delivery, and adherence to Batho Pele principles.
- Leading Competencies: Teamwork, honesty, accountability, time management, organizational skills, and the ability to handle pressure and take initiative.
